ENCINO PROPERTY OWNERS ASSOCIATION
PROTECTING THE ENCINO COMMUNITY SINCE 1964
The Encino Property Owners Association (EPOA) is a dedicated non-profit organization
advocating for the well-being of Encino residents. Through active collaboration with city and
local officials, we prioritize safety, sensible land use, zoning standards, and traffic solutions
to create a vibrant and secure community for all.
We are EPOA
EPOA was organized in 1964 by a group of Encino residents fighting against commercial rezoning impacting residential neighborhoods.
In the 1970’s, EPOA successfully fought for zoning regulations including height limits on Ventura Blvd and adoption of the Encino Specific Plan restricting out-of-scale development. EPOA supported anti-gridlock, peak-hour parking prohibitions on Ventura Blvd.
In the 1980’s, EPOA helped stop the relocation of Hollywood Race Track to the Sepulveda Basin; successfully fought to preserve open space in the Santa Monica Mountains above Encino; and increased protections for residential neighborhoods from commercial development.
Since the 1990’s, EPOA helped establish a Specific Plan for Ventura Blvd that included protections against out-of-scale, incompatible development; supported unprecedented reforms of the City Charter that included establishment of Neighborhood Council and Area Planning Commission; and continued efforts to protect single-family neighborhoods.
In recent years, EPOA has prioritized public safety and the enforcement of laws prohibiting homeless encampments on our sidewalks and streets; strongly supported efforts to increase LAPD resources to protect the Encino community; successfully fought for removal of the nuisance-problem Encino Avenue Pedestrian Bridge over the Ventura 101 Freeway. Opposing upzoning that would allow high-density apartments in single-family Encino neighborhoods.

President’s Message
Since 1964, the Encino Property Owners Association (EPOA) has been an effective advocate for Encino homeowners and residents.
Our volunteer Board of Directors works to get action from City-State-Federal officials on issues impacting Public Safety, Land Use and Development, Traffic and Transportation, Beautification Projects, Van Nuys Airport noise impacts and other issues impacting the Encino community.
EPOA’s current priorities include:
• Working with LAPD and City officials for increased resources to fight residential burglaries and other crime impacting the Encino community and helping residents organize Neighborhood Watch in their neighborhoods.
• Enforcement of laws prohibiting homeless encampments which block sidewalks and impact public health and safety.
• Opposing upzoning that would allow high-density apartments in single-family Encino neighborhoods.
• Supporting Beautification Projects including Oak Tree median on Louise Avenue south of Ventura Boulevard.
There is strength and influence with an active large group of organized residents which is why your membership makes a difference.
