Pending Land Use Development Cases

EPOA reviews applications filed for land use entitlements and proposed development in Encino. For projects that are impactful, EPOA makes recommendations to City decisionmakers including our City Councilmember.

Chick-Fil-A Drive Thru (Ventura Boulevard/White Oak Avenue
ZA-2017-4754 (CU)(SPPA)(SPP)(PA1)
Public hearing held September 14, 2020 to review public safety hazards and traffic impacts to neighborhood resulting from
City’s approval of Drive Thru permit in 2018.

EPOA and others filed Appeals to the South Valley Area Planning Commission which were GRANTED in part.  New lanes/traffic signal installed at White Oak Ave and Ventura Blvd on a “trial basis” and a further public hearing will be scheduled in early 2022 to assess effectiveness of new traffic changes.  If safety hazards and impacts have not been substantially eliminated, the City can proceed with legal revocation of the Drive Thru Permit.


4954 Encino Avenue
Proposed Conditional Use to convert single-family home into a synagogue. Public hearing has not yet been scheduled but synagogue use continues to operate illegally in violation of Zoning regulations. Cited by LA Building & Safety in 2019 but City officials have failed to enforce.


5031-5033 Encino Avenue
Proposed subdivision into 4 parcels for residential development. Public hearing pending.


17777 Ventura Boulevard
Conditional Use Permit for Alcohol at Verdi Restaurant.  EPOA supported prior lawsuit at this site because of late night noise impacts and unlawful uses.  Public Hearing pending.



17500-17526 Burbank Boulevard
Elder Care Use Permit and Site Plan Review for proposed 238 units, 6-stories.  Public Hearing pending.
