In the upcoming months, EPOA will be creating a new tax-exempt foundation and begin a campaign to raise funds for beautification projects in Encino.
One priority, inspired by several EPOA members, is for landscaping and irrigation upgrades to the traffic island with Oak Tree on Louise Avenue south of Ventura Boulevard. Led by EPOA Vice-President Janie Thompson, EPOA leaders recently met with LA City officials about the process for providing community funding at this location. Another example of City dysfunction is the ongoing traffic chaos from the Chick-Fil-A Drive Through on White Oak Avenue south of Ventura Boulevard.
Although a City Zoning Administrator held a public hearing in September, it does not appear that any decision on the future of the Chick-Fil-A Drive-Through will be made until sometime next year!
Councilwoman Nithya Raman’s office has asked for more traffic studies under the direction of the City’s Department of Transportation (DOT) even though DOT issued a letter stating that all traffic impacts and problems had been resolved!
This the same DOT that supported the 2017 Conditional Use Permit stating that there were no potential traffic impacts!
DOT staff is obviously not observing the realities of peak-hour traffic impacts including the traffic backup blocking the intersection at Ventura/White Oak; the backup of northbound traffic on White Oak; the blocked sidewalks creating hazards for pedestrians; illegal turns into the “Exit Only” driveway; and illegal parking in red zones.
Two years ago, the South Valley Area Planning Commission granted EPOA’s Appeal and required a further “Plan Approval Review” within 90 days (it took the City over one year to hold the “Review” hearing) AND further held that if the traffic mitigation did not substantially eliminate the traffic impacts that the Drive­Through Permit should be revoked!

Yet another example of City dysfunction is the continuing failure of City officials to enforce the Anti-Gridlock “No Parking” on eastbound Ventura Boulevard during the morning and afternoon peak traffic hours.
Two months ago, EPOA leaders met with Councilwoman Raman’s staff and City Traffic Enforcement officials who promised targeted enforcement though complaining about staffing resources.
The reality is that if that the fees collected by the City from parking enforcement and towing fees can easily pay for enforcement!
What is the point of the Anti-Gridlock :No Parking” Signage – which was previously enforced most of the past 40 years – if the City fails to provide enforcement?
Why should Encino suffer traffic gridlock including the reduction of lanes during peak traffic hours?
Why should Encino residents suffer the consequences of no parking enforcement including more drivers using narrow residential streets as shortcuts because of Ventura Boulevard gridloc

In response to the continued worsening of commuter traffic using residential streets as short-cuts to get to the Westside, City Councilmember Nithya Raman and the Department of Transportation (DOT) are working with EPOA and the Encino Neighborhood Council on proposals to reduce some of the traffic volumes including on Hayvenhurst and Calneva Avenues.
The proposed mitigation may include “NO RIGHT TURN” and/or “NO LEFT TURN” at certain intersections; “NO RIGHT TURN ON RED” at certain streets eastbound on Ventura Boulevard; street humps, and other mitigation

LAND USE DEVELOPMENT UPDATES

According to Matthew May, EPOA Board Member and Chair of the Land Use Committee of the Encino Neighborhood Council, the following new uses are coming to Encino:

Opening soon on the former Delmonico’s restaurant site, is Wild Fork Market offering high quality meats. No changes are proposed to the exterior of the building and the use is allowed under the existing commercial zoning. 

The closed down Norms restaurant site is to be replaced by Raising Cane’s, a fast food chicken chain restaurant. 

A new restaurant is proposed to replace the closed down Aroma Cafe site. An application has been filed with City Planning requesting a Conditional Use Beverage Permit (CUB) to serve a full line of alcoholic beverages from 8:00am to 2:00am dailY. including an outdoor patio. LA City Planning Case No. Because of the potential noise impacts from the proposed late night hours, EPOA will be reviewing this proposal with the Applicant and the Encino Neighborhood Council
